Mandatory compliance and implementation of R.A No. 9275 “Philippine Clean Water Act of 2004”, DENR Administrative Order No. 2005-10 “Implementing Rules and Regulations of the Philippine Clean Water Act of 2004”, DILG Memorandum No. 062-2019 “Policy and Guidelines on Sewage Treatment and Sewage Management System”, and Municipal Ordinance No.002-2021 “Sewage and Septage Management Ordinance of the Municipality of Mexico” for the management and improvement of water quality within the territorial jurisdiction.
Pursuant to the Republic Act No. 9275 under section 20, that “LGUs shall share the responsibility in the management and improvement of water quality within their territorial jurisdictions.” DENR Administrative Order No. 2005-10 under section 8.6, that “the agency vested to provide water supply and sewerage facilities and/or concessionaires in Metro Manila and other Highly Urbanized Cities (HUC’s) as defined in Republic Act No. 7160, in coordination with LGUs, shall be required to connect the existing sewage line found in all subdivisions, condominiums, commercial centers, hotels, sports and recreational facilities, hospitals, market places, public buildings, industrial complex and other similar establishments including households to available sewerage system: Provided, That the said connection shall be subject to sewerage services charge/fees in accordance with existing laws, rules or regulations unless the sources had already utilized their own sewerage system.” DILG Memorandum Circular No. 2019-62 under Section, that “LGUs should ensure that all residential, private and public establishments in their areas must have proper sewage treatment and septage management systems within their jurisdiction.” and to the Municipal Ordinance No. 002-2021 under Section and, that “No business owner shall be issued a renewed and new business permit unless he/she has obtained the necessary clearances such as discharge permits and environmental sanitation clearances as may be prescribed by existing laws or as maybe required by the DENR and/or DOH and their instrumentalities.
